The Russian occupation authorities issued Russian passports to the residents of Melitopol, which they captured, which did not indicate a residence permit. About it writes RIA "Melitopol".
According to the law, such a passport is valid, but its holder can be fined from 2,000 to 3,000 rubles (part 1 of article 19.15.1 of the Code of Administrative Offenses of the Russian Federation). In addition, a person who does not have registration cannot receive medical care at a polyclinic, register a child for benefits, or place him or her in a school or preschool institution. Without registration, obtaining SNILS, issuing a medical policy, registering with the departments of the Federal Tax Service and registering a car with the traffic police are not available.
The “head” of the so-called city military-civilian administration of Melitopol, Galina Danilchenko, previously appointed by the Russian authorities, said that from June 21, an additional point for paying benefits will open in the city. According to her, they will be able to receive, including large families and single mothers. Thus, residents of Melitopol who have received Russian passports without a residence permit will not be able to count on them.
At the same time, as RIA Melitopol clarifies, Ukrainian passports are not canceled when issuing Russian ones.
