Russian Defense Minister Sergei Shoigu said on September 2 that the current system of training military personnel in the Russian Federation makes it possible to fully equip the army with professionals. On the same day, teams of Wagner PMC representatives arrived in a number of Russian colonies to recruit prisoners to take part in hostilities in Ukraine. In particular, according to one of Osechkin’s sources, in IK-2 Rostov-on-Don at five in the morning, prisoners were lined up on the parade ground, including the so-called “offended” [the lowest caste in the prison hierarchy]. Among the recruiters, according to the source, was a man with the call sign “Militia”. For desertion, use of alcohol and drugs in the war, future recruits were threatened with execution on the spot. In case of death, the convicts were promised a medal “For Courage” signed by Putin and a purple order “For Blood and Courage” from the so-called leaders of the “LDNR”. Similar recruitment, according to sources, was also carried out in IK-3 (Kaluga) and IK-6 (Pskov region).
The Insider has a certificate and certificate of death of Ivan Neparatov, born in 1988. According to the documents, Neparatov died on August 5 in the city of Artemovsk, Donetsk region. The cause of death was "a gunshot explosive shrapnel penetrating wound to the head." Ivan Neparatov was the leader of a gang of robbers near Moscow. In July 2013, he and members of his organized crime group were found guilty of five murders, three robberies, extortion, fraud, illegal possession of weapons and other crimes. Neparatov received the longest sentence of all - 25 years in prison.
As follows from the case file, from 2009 to 2010, Neparatov killed three of his acquaintances who borrowed money from him and did not return it. He and his accomplices also strangled the entrepreneur and stole 100 thousand rubles from her. At the same time, Neparatov and his partner received more than one million rubles from a resident of Sergiev Posad. The man was told that he was allegedly “ordered”, but for a large amount of compensation, the killer would refuse to kill.
In August 2009, Neparatov learned that a native of Ukraine, working as a foreman at a construction site in the village of Fedorovskoye, Sergiev Posad district, had a large sum of money. He and his accomplices attacked a man and stole 176,000 rubles from him. In November 2009, the bandits attacked a house near Sergiev Posad, beat up its tenants - a man and a woman, but the man managed to run out into the street and call for help. Fearing to be detained, the killers fled the scene.
In March 2010, Neparatov cracked down on a gang member who refused to drive the robbers to the scene of another crime, and therefore thwarted their plans. “In order to intimidate and force him to fulfill his obligations in the future, (Neparatov) kidnapped a man and beat him together with his accomplices. After that, (he) inflicted (on him) at least 88 blows to the body with a knife, ”the press release of the Investigative Committee of the Russian Federation says.
It is reported that when committing crimes, the bandits used firearms and pneumatic weapons, as well as the uniform of a police officer and masks.
As a result, out of the 25 years of his term, Neparatov served 12, after which he went to kill in Ukraine, this time with the sanction of the state and in a real military uniform. He was posthumously awarded a medal for courage signed by Vladimir Putin, as well as a medal and orders "For Blood and Courage" from the leadership of the so-called "LDNR".
Osechkin also provided The Insider with a video confirming the information that prisoners from the institutions of the Federal Penitentiary Service in St. Petersburg and the Leningrad Region are illegally sent to war. The video shows convict Andrey Yastrebov, who should be in colony No. 7 of the Federal Penitentiary Service for St. Petersburg and the Leningrad Region (known as Yablonevka). In April of this year, Yastrebov was transferred there to serve two years in a strict regime colony for theft. Now the convict is on the territory of the so-called "LDNR", in the occupied territories of Ukraine. Answering questions from the FSB officer in the video, he confirms that he is taking part in military operations against Ukraine.
“All this together confirms that this pipeline has started working and that prisoners in Russia in strict regime colonies, convicted of especially serious crimes, are sent to Ukraine to participate in hostilities, which in itself is a completed war crime, because the Russian authorities involve into the military actions of people who are directly dependent on them in places of detention,” Osechkin said in an interview with The Insider. “There is a violation of the law here, and an excess of authority on the part of the Federal Penitentiary Service and the FSB, which organized all this, and we need to deal with this. Today, thanks to the inhumane scheme organized by Yevgeny Prigozhin and his curators from the FSB and the Ministry of Defense, the Russian criminal world is developing a road map - you can commit any crimes, you can kill any number of people in Russia, extort and kidnap, and if you will be caught and convicted, after some time, often in a matter of weeks, you will be able to be free, agreeing to participate in military aggression against Ukraine, and Yevgeny Prigozhin, the leader of this organized crime group, will help you free yourself, and if something happens to you , you will be awarded medals and orders. Earlier, The Insider wrote about how the owner of PMC Wagner, Yevgeny Prigozhin, personally recruits prisoners in Russian colonies, offering to be released in six months for participating in hostilities in Ukraine. According to the convicts, Prigozhin does not hide the fact that the recruitment of criminals for the war was personally authorized by Vladimir Putin. Prigozhin (he himself served time for robbery and involvement of minors in criminal activities), with the star of "Hero of Russia" on a T-shirt, tells the prisoners that he "represents an organized criminal group that helps the Russian army", and promises prisoners from 100 to 230 thousand rubles a month, giving preference to convicted of murder.
Also on the eve of the publication Vot Tak, citing a prisoner in one of the colonies, wrote that Prigozhin and the head of Wagner PMC Dmitry Utkin recently visited IK-15 Bataysk, Rostov Region. According to the interlocutor of the publication, both arrived on Prigozhin’s personal helicopter, and before their visit, the administration of the institution “was tense” and turned off the video recorders of the FSIN employees. Prigozhin gathered the prisoners on the parade ground and said that he was looking for "murderers and robbers", and also told how he "slaughtered blacks in Africa", the source said.
