The mother of 17-year-old Anastasia Rakova has filed three complaints against Khushnud Khamroev with the police since November 2021, but the police refused to open criminal cases, and as a result, Khamroev killed the girl. Now Rakova's parents accused the police of inaction, and the Investigative Committee promised to conduct an audit. This was reported by AIF Novosibirsk with reference to the regional Main Directorate of the Ministry of Internal Affairs.
In statements, Rakova's mother wrote that Khamroev was threatening her daughter with murder, and one of the statements reported that she had been injured. “Checks of each message in the manner prescribed by law were carried out by a division of district police officers, decisions were made on the refusal to initiate criminal cases in accordance with paragraph 1 of part 1 of Art. 24 Code of Criminal Procedure of the Russian Federation. The decisions made by the supervisory authority have been approved,” the police said.
It is reported that following the results of the verification of the statement of beating, the police initiated administrative proceedings under Art. 6.1.1 of the Code of Administrative Offenses of the Russian Federation “Beatings”. On June 22, 2022, the girl’s parents were given a referral to undergo a forensic medical examination, but its results never came.
“Currently, the head of the regional Main Directorate has appointed an internal audit, during which an assessment will be made of the completeness of the measures taken in response to previously received reports,” the Main Directorate of the Ministry of Internal Affairs said.
Khamroev stabbed Rakova to death on July 26 in the middle of the street, in front of passers-by. The murder was filmed by the video recorder of one of the passing cars. The girl tried to run away from the killer, but he caught up with her and stabbed her multiple times. In total, investigators counted 15 stab wounds. Rakova died before the ambulance arrived. Khamroev managed to escape and was later detained. A criminal case was brought against him under the article "Murder".
