Previously, all countries of the European Union were included in the list of countries unfriendly to Russia, as well as:

List of unfriendly states and territories - a list of foreign states and territories that, in the opinion of the Russian authorities, are committing unfriendly actions against Russia, Russian legal entities and individuals.
In April 2021, Putin, by his decree, banned the employment of "individuals located on the territory of the Russian Federation" by diplomatic missions of countries that commit "unfriendly actions" against Russia.
