“Russia must be officially recognized as a terrorist state” – Zelensky’s appeal after the attack on Vinnitsa

President of Ukraine Volodymyr Zelensky issued a new address in which he commented on the missile strikes inflicted by Russia on the center of Vinnitsa.

“No state in the world poses such a terrorist threat as Russia,” Zelensky said, noting that no state in the world allows itself to destroy peaceful cities and civilians with cruise missiles and artillery on a daily basis.

For comparison, the Ukrainian leader suggested that a strike on a city medical center in Europe or the United States would be recognized as a terrorist attack.

“As a result of just one missile attack on our city of Vinnitsa, 23 people were killed. Three children under the age of ten. And this, unfortunately, is not yet the final data. Debris clearing continues. There are dozens of people on the missing persons list,” Zelensky said.

He noted that Russia cut off the lives of civilians while a conference on Russian war crimes was being held in The Hague. Zelenskiy added that no other terrorist organization has allowed itself such audacity to kill again when the international community is discussing its previous crimes.

“Russia has shown by this its attitude to international law, and to Europe, and to the entire civilized world. After that, no one can have any doubt that a Special Tribunal regarding Russian aggression against Ukraine is needed as soon as possible,” the Ukrainian president summed up.

He believes that Russia should be officially recognized as a terrorist state and secured by appropriate legal documents. Also, as soon as possible, introduce new sanctions against the Russian Federation.

As a result of a rocket attack on the center of the Ukrainian city of Vinnitsa, 23 people were killed, including three children. Only 6 of the dead were identified, the National Police of Ukraine reports on its Facebook page. The General Staff of the Armed Forces of Ukraine confirmed the information.

About 100 people received injuries of various degrees of severity. In total, 39 people remain on the list of missing people as a result of rocket attacks on Vinnitsa, the report says. The National Police added that DNA examinations may be needed to identify the faces of the dead, investigators are asking the direct relatives of the missing to get in touch. July 15 in Vinnitsa and the region was declared a day of mourning.

The mayor of Vinnitsa, Sergei Morgunov, confirmed to The Insider that both missile strikes hit social infrastructure facilities.

“One rocket hit the car park near the community center, where there are a lot of office space, a private clinic and a lot of repair shops. Another rocket hit a social facility where concerts are organized. Nearby there is a large clothing factory "Volodarka", a registry office, a maternity hospital, a pedagogical university and its dormitories, multi-storey and private houses. In total, more than 50 residential buildings were damaged,” the mayor said.

On the same day that the attacks on Vinnitsa were carried out, an international conference was held in the Dutch Hague to coordinate the efforts of the international community aimed at investigating the crimes committed by Russia in Ukraine and ensuring justice.

It is attended by a total of more than 20 foreign ministers, justice ministers, prosecutors general from different countries.

The organizers of the international conference to strengthen and coordinate efforts to bring Russia to justice for crimes in Ukraine are the Netherlands.
